Starting point

Frankfurt builds data centers faster than owner-side teams can staff them

The Hessian state government describes Frankfurt Rhine-Main, with the DE-CIX internet exchange, as the strongest data center location in continental Europe. Campus programmes run several buildings in parallel, grid capacity is scarce and the schedule is driven by the energisation date. Owner and operator teams are usually sized for operations, not for supervising a general contractor across shell and core, fit-out and MEP installation at the same time.

We add engineering capacity where it is missing: on site, checking execution against the coordinated design, controlling cost and schedule, reviewing change orders, managing defects and preparing the building for commissioning.

  • Grid connection and construction power define the critical path
  • Long lead times for transformers, switchgear and generators
  • Hold points not witnessed, certificates arrive late
  • MEP change orders accumulate without technical review
  • Open construction items block commissioning
  • Lenders require independent progress reports

We take over these tasks on the owner side.

Scope of services

Owner-side services for data center projects

01
Owner's representation

We represent the owner towards the general contractor, EPCM contractor, design engineers and authorities: decision papers, change management, coordination with the grid operator and the operations team.

02
Project management and controls

Schedule, cost and quality control under the German AHO framework. Critical path through grid connection, medium voltage, generators and cooling; cost tracking to DIN 276; reporting to investor and programme team.

03
Construction supervision, civil and MEP

Owner-side supervision of structure, envelope and fit-out and of the MEP installation: progress, quality at interfaces, test records, defects. We check the MEP site supervision of the design engineers; we do not replace it.

04
QA/QC

Quality control plan, inspection and test plans with hold and witness points, review of certificates and shop drawings before installation, NCR process with verified close-out, quality reporting.

05
Commissioning oversight

Construction readiness for Level 1 to Level 5: open items, cleanliness, fire stopping, documentation, test prerequisites. Witnessing tests on behalf of the owner up to the integrated systems test.

06
Acceptance and handover

Pre-acceptance inspections, defect and punch lists, formal acceptance under VOB/B or BGB with reservations, follow-up and handover of as-built documentation to operations.

07
Lender monitoring

Independent construction progress reports for banks and investors: progress, cost to complete, use of funds, change orders and schedule risk as a basis for drawdowns.

08
Technical due diligence

Review of data center projects before acquisition, financing or entry: permits, grid connection, design status, contracts, schedule, cost risks and compliance with the German Energy Efficiency Act.

Process

What we check in each project phase

01

Site and feasibility

Grid connection: voltage level, committed capacity, phasing and construction power. Zoning and land use, in Frankfurt under the city's data center concept. Energy Efficiency Act obligations based on the planned start of operation.

02

Design and permits

Permit strategy: building permit and fire safety concept, immission control classification of the generators by rated thermal input, space for future heat export. Design checked against availability class, redundancy concept and operator requirements.

03

Procurement and contracts

GC, design and build or EPCM model, interface matrix between civil, electrical, mechanical and controls, quality and inspection requirements, commissioning obligations, documentation and acceptance rules. Order windows for long-lead equipment in the schedule.

04

Construction

Owner-side supervision and QA/QC on site, hold and witness points, change order review on entitlement and quantum, cost and schedule control against the energisation date, progress reports for lenders.

05

Commissioning and acceptance

Secure construction prerequisites for testing, close open items before Level 4 and 5, witness tests, organise acceptance and transfer of risk at the right point.

06

Handover and operation

Complete as-built, test and maintenance documentation, warranty periods recorded, metering concept checked for energy KPIs under the Energy Efficiency Act and EU reporting.

Checkpoints

Where construction quality decides commissioning success

Data center defects are rarely spectacular; they are small deviations that surface under load or in the integrated systems test. We check them while they are still accessible.

  • Raised floor, slab tolerances and loads for IT and electrical rooms
  • Containment, cable routes and cable management versus coordinated design
  • Penetrations and fire stopping between electrical, mechanical and IT rooms
  • Waterproofing, roofing and leak detection around mechanical areas
  • Equipment pads, vibration isolation and alignment for generators, chillers, UPS
  • Busbar, switchgear and transformer installation records and certificates
  • Energy meters for total and IT energy at the measurement points of EN 50600-4-2
  • Labelling, as-built drawings and O&M documentation ready for commissioning
  • Defect register closed and verified before integrated systems testing
German regulatory context

German rules international owners should know

Grid connection, permits for back-up generators and energy efficiency requirements shape data center projects in Germany from the first site study. We translate these rules into inspection points and schedule milestones. Legal advice remains with your lawyers.

  • Energy Efficiency Act (EnEfG), section 11: data centers starting operation from 1 July 2026 must reach a PUE of 1.2 or lower and a minimum share of reused energy (10 percent, rising to 15 and 20 percent for later start dates). A government bill to amend the act (Bundestag document 21/8027) was under parliamentary review on 29 October 2026. German guide: EnEfG für Rechenzentren.
  • Delegated Regulation (EU) 2024/1364: annual reporting of energy, water, heat reuse and renewable energy KPIs for data centers with at least 500 kW installed IT power demand.
  • Federal Immission Control Act: combustion plants of 50 MW rated thermal input or more, including reciprocating engines, need a formal permit under Annex 1 No. 1.1 of the 4th BImSchV; several generators on one site can count as one joint installation. German guide: Rechenzentrum bauen in Frankfurt.
  • Hessian Building Code: buildings with more than 1,600 m² on the largest floor are special buildings with specific fire safety requirements.
  • Commissioning Level 1 to 5: an industry convention, not a German standard; scope is defined by contract. German guide: Commissioning im Rechenzentrum.
  • EN 50600 and Uptime Tier: availability and protection requirements we translate into inspection criteria. Certification is issued by the certification body or the Uptime Institute.

Experience

What we bring to data center projects

Our team has supported data center projects as well as industrial halls, logistics, high-rise, new build and refurbishment. We know how general contractors work on German sites, how acceptance and warranty under VOB/B operate and what lenders expect from progress reports. We do not name clients; anonymised examples are on our case studies page (German).

MEP design, the commissioning agent role and Tier certification are delivered by the firms appointed for them; we represent the owner at these interfaces and make sure the building side is ready. A German overview of our data center services is on Rechenzentrum bauen.
