The contractor controls its own quality. Someone has to control it for the owner
On many projects the general contractor runs the quality system that is supposed to protect the owner. Inspection and test plans exist, but nobody on the client side witnesses the hold points. Non-conformities are closed by the party that caused them. Material certificates arrive after installation. At handover the defect list is long, the documentation is thin and the schedule leaves no time to fix either.
Owner-side QA/QC changes the sequence: deviations are found before they are built in, hold points are witnessed, certificates are checked before installation and every non-conformity has an owner, a deadline and a verified close-out. That reduces the risk that acceptance, commissioning and warranty turn into a dispute.
- Execution does not match the approved design
- Defects are found too late, at handover
- ITPs exist but hold points are not witnessed
- Material certificates arrive after installation
- NCRs are closed without verification
- Documentation is incomplete for acceptance and commissioning
- The GC effectively audits itself
- Internal project team lacks capacity on site
We take over quality control on the owner side.

QA/QC services in the construction phase
Set-up or review of the quality control plan, inspection and test plans per trade, hold and witness points, frequency of inspections, acceptance criteria referenced to DIN, EN and the contract.
Scheduled and unannounced inspections, witnessing of hold points, checks of tolerances (DIN 18202), concrete, steel, facade, roofing, waterproofing and MEP installation quality.
Review of material certificates, declarations of performance, CE marking, approvals (abZ, ETA), shop drawings and installation drawings before material is installed.
Organisation and evaluation of mock-ups and benchmark areas so that acceptance criteria are agreed before series production starts.
NCR process with root cause, corrective action, deadline and verified close-out; defect register with photo evidence, responsibilities and status up to acceptance and warranty.
Weekly or monthly quality reports, KPI tracking of open NCRs and defects, photo documentation, as-built and handover documentation aligned with commissioning requirements.
What we check on a typical project
The list is adapted to the project and the contract. The principle is constant: check before it is covered, document what was checked, and close every deviation with evidence.
- Formwork, reinforcement and concrete: cover, placement, curing, test cubes, surface class
- Structural steel: certificates, welding documentation, coating thickness, bolt tightening
- Facade and roofing: tolerances, anchoring, waterproofing details, fire stopping
- Building envelope: airtightness, thermal bridges, water tightness tests
- MEP installation: routing versus coordinated design, supports, labelling, pressure tests
- Fire protection: penetrations, fire doors, dampers, documentation for the fire protection certificate
- Data center specifics: raised floor, containment, cable management, interface to commissioning levels
- Documentation: inspection records, certificates, as-built drawings, defect register
How QA/QC is typically set up with us
Interim QA/QC Manager
Full-time or part-time role within the owner's or PM's project organisation for six to eighteen months, with own reporting line and defined authority.
Project-based quality control
Defined inspection programme with hold points, frequency and reporting, billed per project phase. Suitable for owners who keep their own project management.
Site quality inspector
Daily or weekly presence on site during critical phases (envelope, MEP installation, finishing), with inspection records and NCR handling.
Acceptance and handover support
Pre-acceptance inspections, defect register, acceptance protocol under VOB/B or BGB, follow-up of defect rectification and warranty.
German construction standards, explained for international teams
Contracts in Germany are usually based on VOB/B or the German Civil Code (BGB). Acceptance ("Abnahme") is the key legal event: it transfers risk, starts the warranty period and shifts the burden of proof. Quality control that is documented before acceptance is therefore worth more than a defect list afterwards.
Technical requirements are referenced to DIN and EN standards and to the "anerkannte Regeln der Technik". We translate these requirements into inspection criteria that an international project team can apply, and we document in a form that works for German contractors, authorities and the owner's lenders.
How hold points, witness points and records are set up in practice is explained in our guide Inspection and Test Plan (ITP) for construction projects in Germany.
